Currently I am using High Res Eyes that fixes this for the most part but a few NPCs like Santiago in free side still has the glitched eyes textures. NV Redesigned sounds like it fixes some really needed stuff like bloody and bruised captives, corpses that look like actual dead bodies and various other immersive tweaks.
